Solicitation of Candidates to Fill District 27B Maryland State Delegate Vacancy

FOR IMMEDIATE RELEASE - DAY, JANUARY 16, 2021
On Thursday, February 4, 2021 at 7:00 p.m. the Democratic Central Committee of Calvert County will convene a Special Public Hearing via zoom to solicit candidates for the District 27B Maryland State Delegate vacancy created by the January 13, 2021 resignation of Delegate Michael A. Jackson.
Pursuant to the Democratic Central Committee of Calvert County Bylaws Article II Responsibility Section 2.3.1 The Central Committee shall present names of candidates as required by law to the Governor for appointment.
The Governor shall appoint a person to fill such vacancy from a person whose name shall be submitted to him/her in writing within thirty (30) days after the occurrence of the vacancy from the legislative district from which the Senator or Delegate was
elected or appointed, provided that the appointee shall be a member of the Democratic Party in the legislative district at the time of the last election or appointment of the vacating Senator or Delegate. It shall be the duty of the Governor to make said appointment within fifteen (15) days after the submission thereof to him/her. If the vacancy occurs in a district which has boundaries comprising a portion or all of two or more counties, the Central Committee of each county involved shall have one vote for submitting the name of a resident of the district. If there is a tie vote between or among the Central Committees, the list of proposed names shall be submitted to the Governor, and he/she shall make the appointment from the list.
Eligibility Requirements and Instructions for Candidate Filing:
● Must be a registered voter in Calvert or Prince George’s County, Maryland.
● Must reside in the 27B Legislative District.
● The Calvert County Democratic Central Committee requires the following documents in pdf format:

● Incomplete packets and packets received after the deadline will not be accepted.
● Candidates will speak in alphabetical order, 2 minutes per candidate.
● Candidates may have no more than 2 people speak on their behalf – 2 minutes each.
● Speaker may not transfer their time to another speaker.
The special hearing shall be livestreamed on Facebook. Candidates and people speaking on their behalf shall be emailed a zoom registration link.

2. What are the top three issues you plan to work on?
3. Despite financial struggles due to the coronavirus, Maryland schools are ready to move forward with their budget season. What will be your plan to provide adequate funding for all public schools?
4. What are your views regarding organized labor and if those views are positive, what would you do as a legislator to support the agenda of working families?
5. According to data from the Maryland Department of Public Safety and Correctional Services, in the fiscal year 2019, Blacks made up a whopping 71.44% of the State’s prison population, despite only making up 31.1% of Maryland’s overall population. If appointed, what measures, if any, would you support to make our criminal justice system more equitable to all of Maryland’s citizens?
6. Do you believe that we should repeal the Law Enforcement Officer’s Bill of Rights to ensure that officers are held accountable to the same standard as every other citizen?
7. Health and healthcare disparities are commonly viewed through the lens of race and ethnicity, but they occur across a broad range of dimensions. What are your key initiatives to address disparities?
8. If you are elected to this House of Delegates seat you will be representing two very different and diverse counties whose needs may, at times, be different. How will you balance the needs of Calvert with the needs of Prince George's counties?
